Oh, there is nothing special :} Two tools used: paint brush and finger :}
First you pic a brush 1 or 2 and draw a smoke lines, than use the finger to make them a little bit fuzzy, than choose an artistic brush with any suitable texture and size about 30 or may be 50. Set opacity to 10 and touch around the smoke lines.
